The Chief Minister’s Nijut Moina Scheme aims to empower students, particularly girls, by providing financial assistance to increase their enrollment in higher education. Under this scheme, termed ‘Enrollment Assistance,’ eligible students from Government and Venture Institutions, regardless of their family’s economic status, in the first year of Higher Secondary, Bachelor, and Post Graduate programs are supported.

Eligibility criteria are as follows:

  • For Class XI students: Rs. 1,000 per month for 10 months, totaling Rs. 10,000.
  • For first-year Bachelor’s degree students (BA/BSc/B.Com): Rs. 1,250 per month for 10 months, totaling Rs. 12,500.
  • For first-year Post Graduate students (BEd/MA/MSc/M.Com): Rs. 2,500 per month for 10 months, totaling Rs. 25,000, with an integration of the Mobility Grant under the Pragyan Bharati Scheme.

However, students will receive benefits for only 9 months in the current academic year.

Improving Student Empowerment through the Chief Minister’s Nijut Moina Scheme

The Chief Minister’s Nijut Moina Scheme, designed to enhance student empowerment, will be rolled out in stages. Distribution of forms will commence in July for colleges and in September for universities.

Conditions for receiving benefits

Conditions for receiving benefits under the scheme include maintaining discipline and adhering to all institutional rules and regulations, such as regular attendance and compliance with instructions from teachers and staff.

However, certain categories are excluded from the scheme:

  • Daughters of MPs/MLAs and Ministers.
  • Married students (except Post Graduate and BEd students).
  • Students receiving scooters under the Pragnan Bharati Scheme. However, if a student withdraws from the Pragnan Bharati Scheme, they will become eligible for the Million Moina Scheme.
  • Girl students enrolled in private institutions (except venture institutions).

It is anticipated that more than 2 lakh students will benefit from this initiative, aimed at increasing overall enrollment rates post-matriculation and combating the social issue of child marriage.

Distribution of scheme funds
